Councillors have approved revival plans for the southern end of The Arcade in Goole, with refurbishment of the northern end getting permission earlier this year

Councillors have unanimously granted approval to plans to revive the southern section of Goole ‘s long-dormant The Arcade, at addresses on North Street. Three retails units will be reinstated on the ground floor, and the upper floors turned into six apartments.
The Arcade used to be a 55m shopping precinct linking Victoria Street and North Street and has been vacant for about 15 years. Its ownership is split, with separate plans to redevelop the northern end having also already got approval.
Cllr Barbara Jeffreys (Independent – Goole South Ward) called it into East Riding Council ‘s Western Area’s planning sub-committee. A council officer had recommended refusal, based on flood risk and potential recreational disturbance impact to the Humber Estuary protected area. The building is located not far from the River Ouse.
“This will reinvigorate a dilapidated area in Goole,” said Michaela Kenning, who also emphasised it will help open up a through route for people spending time in the town. The Kenning family, who run Kennings Building Supplies, were behind the application. “We will restore the Victorian shop fronts to its former glory,” she said, adding the apartments were needed to be able to give rent breaks to shops on the ground floor.
Cllr Thomas Robson (Liberal Democrat – Bridlington North) was all for the proposal and dismissed the Environment Agency’s flood concerns. “If we don’t allow this, then this building is going to fall into wrack and ruin, and have to be demolished. I couldn’t bear to see that.”

In February, councillors also went against a recommended refusal for a similar mix of shopping and flats for the northern end of The Arcade. Those approved plans involve restoring shop units on the ground floor and nine apartments on the upper floors. They were put forward by property developer Hassan Mardan.
