The Anlaby Road building is currently used as a HMO

Plans to convert a building on Anlaby Road into 25 apartments have been submitted to Hull City Council. The building, near Hull Royal Infirmary, is currently used as a large HMO.

The application, which relates to Anchor House, also includes plans for a first floor extension. The building sits opposite the Infirmary and next to the Alderson House Care Home on Anlaby Road.

If approved, the building would become 25 self-contained flats over four storeys. Almost all of the units would be one-bedroom, with just one two-bedroom unit included in the plans.

The unit layout would be as follows:

  • Ground floor: Six 1-bedroom units, one 2-bedroom units
  • First floor: Six 1-bedroom units
  • Second floor: Six 1-bedroom units
  • Third floor: Six 1-bedroom units.

Submitted documents claim the change of use from HMO to self-contained flats provides the opportunity to replace “a fragmented and inefficient arrangement with a coherent and logical layout.” It is also said within the documents that large HMOs, which the property currently is, can result in “suboptimal living conditions.”

The site would include 14 parking spaces. Plans explain: “It is important to recognise that the scheme comprises predominantly one and two-bedroom apartments, which typically generate lower levels of car ownership when compared to larger family housing.” It is later concluded that “the provision of 14 on-site parking spaces therefore represents a proportionate response to anticipated demand.”

It is said that the first floor extension has been designed to integrate well into the existing building. “The design does not seek to compete with or dominate the existing structure; rather, it is intentionally recessive in its expression”, plans say.

The planning application was validated by the council on May 26. The council’s planning department will now consider the plans.
