East Riding Council has obtained a partial closure order on a property in Goole following reports of serious incidents of anti-social behaviour, criminal activity and drug use. The closure order was granted at Beverley Magistrates’ Court on Wednesday, July 15, against a council-owned flat in Morley Street, Goole.
The order prohibits anyone other than the tenant, officers from the council, police, other emergency services or utility providers from entering the property for three months. Anyone who enters the premises, other than those listed, can be fined, imprisoned or both.
The order served by the council’s anti-social behaviour team remains in place until Thursday, October 15. The court heard that East Riding Council’s anti-social behaviour team officers received numerous complaints from nearby residents and Humberside Police about the property.
There were reports of disorder, criminal activity, violence, verbal abuse, and drug use at the Morley Street address. Neighbours stated that the issues started in March 2025 and were caused by one of the tenants and visitors to the property.
Many individuals believed to be under the influence of drugs or alcohol were seen to visit the flats daily and thought to be involved in drug dealing. In recent months, the seriousness of the incidents escalated, despite interventions by both the police and council.
Nuisance caused to people living nearby was described as very serious, with residents fearing for the safety of themselves and their homes. Accordingly, the council served the closure order to protect nearby residents and enable their quality of life to return to a good standard.
Councillor Lyn Healing, East Riding Council cabinet member for communities and public protection said: “We’re dedicated to taking firm action against anti-social behaviour wherever it occurs. This closure order will play a key role in supporting the local community and ensuring a good quality of life for local residents.”
