Hull fly-tippers handed almost £10,000 in fines after convictions

Hull City Council has issued a fresh warning to residents following more fly-tipping prosecutions

Fly-tipping offenders in Hull have been warned they could face fines and criminal prosecution.

The warning came after six recent successful fly-tipping prosecutions. These individuals were ordered to pay a combined total of £9,434.18 in fines and costs to the council. Hull City Council continues to warn residents to dispose of their waste legally to avoid facing enforcement action.

The council provided details of the six offences:

• Marin Radu, of Ernest Avenue, Holland Street, Hull, failed to attend Hull Magistrates’ Court on Friday 27 February 2026 and was convicted in his absence of offences contrary to section 2 Refuse Disposal (Amenity) Act 1978. Subsequently, he was ordered to pay fines, costs and compensation totalling £1,174. This prosecution was brought in response to bagged household waste fly-tipped on Holland Street, Hull.

• Florin Olteanu, of Gee Street, Hull, failed to attend Hull Magistrates’ Court on Friday 27 February 2026 and was convicted in his absence of an offence contrary to section 2 Refuse Disposal (Amenity) Act 1978. Subsequently, he was ordered to pay fines, costs and compensation totalling £1,640. This prosecution was brought in response to a mattress fly-tipped on Gee Street, Hull.

• Rodelle Mann, of Axminster Close, Hull, failed to attend Hull Magistrates’ Court on Friday 13 February 2026 and was convicted in her absence of an offence contrary to section 2 Refuse Disposal (Amenity) Act 1978. Subsequently, she was ordered to pay fines, costs and compensation totalling £1,036. This prosecution was brought in response to household waste fly-tipped on Axminster Close, Hull.

• Mihaela Adir, of Zetland Street, Hull, failed to attend Hull Magistrates’ Court on Friday 13 March 2026 and was convicted in her absence of an offence contrary to section 2 Refuse Disposal (Amenity) Act 1978 and section 110(2)(b) Environment Act 1995. Subsequently, she was ordered to pay fines, costs and compensation totalling £1,618.18. This prosecution was brought in response to bagged household waste and bulky items fly-tipped on Zetland Street, Hull.

• Jana Kozlovska, of Cadogan Street, Hull, failed to attend Hull Magistrates’ Court on Tuesday 24 March 2026 and was convicted in her absence of an offence contrary to section 2 Refuse Disposal (Amenity) Act 1978 and a further offence contrary to section 110(2)(b) Environment Act 1995. Subsequently, she was ordered to pay fines, costs and compensation totalling £1,973. This prosecution was brought in response to bagged household waste and bulky items fly-tipped on Cadogan Street, Hull.

• Dominak Janas, of Florence Avenue, Cadogan Street, Hull, failed to attend Hull Magistrates’ Court on Tuesday 24 March 2026 and was convicted in his absence of two offences contrary to section 2 Refuse Disposal (Amenity) Act 1978. Subsequently, he was ordered to pay fines, costs and compensation totalling £1,993 . This prosecution was brought in response to household waste and bulky items fly-tipped on Carrington Street, Hull.

The above named people also received criminal records in addition to paying the required fines, costs and compensation.

Councillor Charles Quinn, cabinet portfolio holder for environment at Hull City Council, said: “Fly-tipping is a crime and we do not tolerate it in Hull. It is unsightly, potentially harmful to human health and damaging to the environment.

“We urge residents to dispose of their waste in the correct way using our accessible services, schemes, and household waste centres across the city. We also encourage residents to report those who do not dispose of their waste legally.”
