Drivers are facing heavy congestion on the A63 heading into Hull due to a damaged drain.
National Highways said the drain was on Daltry Street and that traffic was being diverted off the A63 Clive Sullivan Way at Madeley Street, just before the flyover.
“We are awaiting Yorkshire Water to attend and repair the damaged drain,” a spokesperson for National Highways said.
The BBC has contacted Yorkshire Water for comment.
