Hull City’s appeal against a three-window sanction imposed on them by the EFL was only partially successful after it learned of the outcome.

Originally given a three-window ban on paying loan or transfer fees for breaching regulations in relation to the timely payment of transfer fees to other clubs, City’s appeal saw it reduced to two with the third suspended.

As it stands, City cannot pay any fees for the remainder of this window, which closes on Monday week, or in January, but providing they don’t fall foul of the rules, they will be back to normal next summer.

How did we get here?

City amassed more than 30 days of late payments in the year from July 1, 2024, to June 30, 2025 and therefore, were hit with a three-window penalty as per Regulation 52.6.3

Under the terms of that punishment, they club cannot buy any players, nor can they pay loan fees, so must rely on free transfers and loans from clubs that do not charge a loan fee.

The EFL have had concerns for a period of time about the club’s ability to keep up with payments to other clubs, and that worry remains and will continue.

Acun Ilicali has argued against that and said the club remains in good financial health, despite the sanctions the EFL have imposed.

What happened with the appeal

An independent three-person panel sat for four hours on August 6, to hear City’s defence and why the EFL felt such a strong punishment was necessary.

In essence, the independant panel have looked at arguments from both sides, and felt that City still must face a stern punishment rather than lifting it all together, which did feel unlikely.

There was an expectation that it would be reduced because a three-window ban is a serious punishment, but City hoped it would be reduced to one and not two.

If they make any more errors, the three-window ban will come back into force and they won’t be able to pay for another player until January 2027.

How has the club responded?

In a short statement on Tuesday morning, the club issued a defiant message and thanked supporters for their backing.

“Following our appeal to the Club Financial Review Panel, we have received confirmation that the three-window transfer fee restrictions imposed on us have been reduced to two windows, with the third window suspended. Our justification regarding the payment dates was not accepted by the panel.

“As we have demonstrated in recent weeks, we still remain able to sign players – either on loan or as free agents. We want to take this moment to sincerely thank all our fans for their unwavering support during these challenging times. Our unity and solidarity have shown the football world the strength of the Hull City family.

“CHALLENGES WILL NEVER BREAK US; THEY ONLY MAKE US STRONGER.”

What happens next?

Ultimately, if the club are late with transfer payments they owe over the course of the next 12 months, then that suspended window will come into effect and they’ll basically be back to square one.

Normally, clubs have 30 days before a punishment comes into effect, but given the situation, City have been given just seven and have zero margin for error. Put simply, they cannot afford not to make the payments they’ve committed to at the times they’ve agreed to make them.

As it stands, City are also at the limit of their agreed annual wage budget with the football league, so to bring players in, they would need to move senior players out. Should Sergej Jakirovic win promotion this season, then the ban would be immediately lifted, and any threat of it being imposed would be gone.

What does it mean for Sergej Jakirovic?

In truth, there was a feeling behind the scenes that the club would be forced to work within these restrictions for the remainder of this window, with less than two weeks until it closes.

The business the club have done so far has been very good. The likes of Oliver McBurnie, John Lundstram, Joel Ndala and Joe Gelhardt have all arrived, despite those restrictions with some fans suggesting it’s the club’s best window for a period of time.

City’s squad is still fairly sizeable, too. Mohamed Belloumi is closing in on a return and could be in the squad to face Blackburn Rovers on Saturday. Liam Millar is expected back after the international break, and Eliot Matazo around Christmastime.

Given those three are set to return and boost the squad, Jakirovic will have no shortage of options, but he will be praying for good luck on the injury front.

However you dress it up, this is not an ideal situation for the club and certainly, anything but a good look. There is probably a case for the EFL coming down hard on the club, perhaps in light of events at Reading and Sheffield Wednesday, they’re extra cautious, but it’s hard to escape the fact the club have given them reason to be watching them quite so closely.

How about existing deals?

On the face of it, the EFL will not allow Gustavo Puerta and Reda Laalaoui’s moves to be completed. Both players have been training as normal, but now it looks like neither will be registered.

City had made a bid to the EFL for them to allow Puerta’s move to be completed, given they were confident of being able to sell him this summer, but the feeling is that the deal with Bayer Leverkusen will be scrapped and will return to Germany.

As for Laalaoui, there was a hope that the club could strike a deal with FC Rabot, which would see the midfielder join on loan instead of a permanent transfer until a fee can be paid, and it now remains to be seen if that can happen. There’s no doubt that this whole process has been difficult for both players, and that’s worth remembering.
