The new rules mean residents may need planning permission for small changes to their properties
New planning guidelines that shape how future developments should take place in Garden Village have been introduced. The updates, which seek to protect the area’s charm, were due to come into force from the start of August, Hull City Council has confirmed.
The refreshed guidelines add new restrictions on what residents in the area are able to do without obtaining planning permission. This includes a requirement for homeowners in the leafy area east of the city centre, to have planning permission to create new accesses and parking places in front gardens and current parking areas.
Hull City Council has introduced an Article 4 Direction which is a tool local authorities can use to remove the rights that homeowners would otherwise have to make certain small changes to their property without getting permission to do so. In this instance the council has introduced additional controls regarding driveways that cross pavements and paved parking areas.

As part of the adoption of the changes, a new Character Appraisal & Management Plan is being published which can be used by residents of Garden Village to determine if alterations to their properties would be acceptable. This is aimed to help make the decision making process quicker.
Residents were consulted on the plans last spring. Leaflets were distributed to homes and two public meetings were held, which the council says were “well attended.”
Letters were sent giving formal notification as well as site notices. Additional letters were also sent to stakeholders containing full details of the formal adoption of the Article 4 Direction.
The changes form part of the new Character Appraisal & Management Plan for the Garden Village Conservation Area. The area is one of 26 Conservation Areas within the city council’s boundaries. Others include Jameson Street, Old Town, and Sutton Village.
