Humberside Police were called to reports of a man performing a sexual act on himself.
The force said the alleged incident took place on Queen Victoria Square, on Wednesday, June 11.
Michael Lee, 41 years old, of Great Union Street, Hull has been charged with outraging public decency.
Lee appeared at Hull Magestrates Court this morning (Thursday 12 June) and has been remanded into custody, to appear at court at a later date.
